The Bank renders credits in following areas:

  • Purchases of raw materials and inputs;
  • Seasonal and other temporary stocks of inventory holdings;
  • Seasonal expenses connected with the manufacturing and procurement of produce;
  • Expenses for the preparation of new productions and mastering of new kinds of produce (including pre-commissioning works), as well as expenses on the works costing more than targetedly available own working capital);
  • Improvement of manufacturing technology, increase of production outputs, issue of new products, raise of
    quality, reliability and durability of produce;
  • Expansion of everyday services of the population;
  • Settlements with produce suppliers, other needs related to settlements;
  • Temporary replenishment of the deficit of own working capital of the enterprises and organizations in the cases envisaged by the enforced legislation to ensure continuous financing of the Customer in case of the temporary lack of sources of finance;
  • Paying off salary debts;
  • Implementation of targeted scheme of reduction of debit and credit arrears of the economic entities;
  • Crediting contract construction organizations implementing «turn-key» construction funded by the centralized sources of finance;
  • Credits for implementing L/C operations and credits within the framework of trade financing;
  • Construction of enterprises and industrial capacities;
  • Construction of buildings and constructions;
  • Reconstruction, expansion, technical retooling of the operating manufacturing facilities;
  • Acquisition of fixed production assets, technique and technology, equipment and vehicles;
  • Procurement of pedigree agricultural animals and formation of the main drove;
  • Development of new lands;
  • Laying perennial plantations;
  • Formation of starter capital of newly established SMEs possessing the status of legal entities;
  • Natural entities for construction and acquisition of housing, purchases of consumer goods and automobiles, as well as educational credits.

Maturity periods of the issued credits:

Credit maturity periods depend on the repayment period of the credited event, in particular:

  • Credits for the replenishment of the working capital, for the arrangement of agricultural production are, as a rule, issued for no longer than 1 year period;
  • Credits to farmer’s entities financing investment projects can be issued for the period up to 3 years without the right to extension;
  • Credits to clients providing population with foodstuffs, petrochemicals and medications having stationary outlets and collecting cash receipts — for no longer than 3 month period; in the exclusive cases, the credit
    line can be opened for large no longer than a 12 month period;
  • As for micro crediting from the non-budgetary funds of individual entrepreneurs and dehkan households, the credit is issued for an up to 3-year period without the right to extension;
  • As for micro crediting from the non-budgetary fund of promotion of family employment in entrepreneurship in the amount of up to 150 minimum wages, the credit is issued for an up to 2-year period without the right to extension.

It is necessary to submit the following documents for the consideration of credit application:

  • application signed by the borrower and containing description of the aim, amount and time of credit utilization, and, in case of collateral, its description;
  • Constitutive documents of the borrower (notarized Charter or patent and etc.);
  • Business-plan with the compulsory forecast of borrower’s cash flows (monetary receipts to the bank account);
  • documents confirming the right of the person to sign credit agreement in the name of the borrower in case the person represents the borrower, and samples of signatures;
  • bookkeeper’s records for the past year split by quarters and signed by the borrowing enterprise and certified by tax inspection; it should contain the following: balance sheet — format № 1, report on the financial performance results and their disposals — format № 2, decoding of debit and credit arrears — format N2a and reconciliation acts on the arrears exceeding 90 days, except for dehkan entities;
  • Agreements or contracts on the procurement or sale of goods (for the agreements and contracts exceeding 200 minimum wages, respectively stamped juridical conclusion of the lawyer or advocate.)

If the credit is pledged by the property, the client shall present the following additional documentation:

  • Copy of the technical passport of the automobile or equipment;
  • Valuation of property carried out by the consulting company, firm and etc. registered and licensed for such activity.

If the automobile is pledged, the OJSC «Autotehkhizmat» should present:

  • The insurance agreement on the pledged property and the insurance policy on this agreement;
  • Certification of state registration of pledge agreement with the state cadastre bodies or Regional StateGAI
    (state traffic inspection) ыstated in the pledge agreement;
  • Documents confirming the selling price of the pledged object if the credit was targetedly issued for its procurement. (Point in the edition of the CB Resolution registered by MOJ on 27.02.200, N 906–1) (See the previous edition).

In cases envisaged by the legislation of the Republic of Uzbekistan, the pledge agreement must contain the check confirming state registration with respective organization or with the Regional StateGAI.

Files on credit issued for the acquisition of movable property that following the pledge agreement becomes the object of pledge after transfer of ownership to the borrower, must contain the documents confirming the selling price of the property and size of the insurance of such property.

If the application is submitted for the credit targeted for financing construction, reconstruction or repairs of the real estate, the client must submit the following documentation:

а) Selection of the allocation of the land plot (khokimiyat’s decision on construction);

b) Construction documents;

c) Address list of the construction;

d) Title list;

e) Permission of Gosarchstroinadzor (State Architectural and Construction Supervision) inspection;

f) Expert opinion of the independent commission of experts and ecological appraisal;

g) Agreement on the insurance of construction risks;

h) Agreement or contract (between the general contractor and consumer).

If the credit is guaranteed by another person, the client must submit the following additional documentation:

  • Warranty agreement;
  • Auditor’s Opinion proving satisfactory financial position of the guarantor (warrantor);
  • Documents confirming the right of the signatory right of the person to sign the agreement (liability) on behalf of the guarantor. (Card of the samples of signatures);
  • Reference from the warrantor’s bank issued for him to prove the financial status of his clearing account (availability of monetary assets on the account), cardfile-2 and loan arrears;
  • In case of OA, JV, LTD minutes of the general meeting of shareholders about the decision to become a warrantor; in case of CJSC — minutes of the general meeting of founders on their consent to become a warrantor;
  • Warrantor’s Charter (notarized);
  • Constituent Agreement of the Warrantor (notarized);
  • Bookkeeper’s records for the past year split by quarters and signed by the borrowing enterprise and certified by tax inspection; it should contain the following: balance sheet — format № 1, report on the financial performance results and their disposals — format № 2, decoding of debit and credit arrears — format N2a and reconciliation acts on the arrears exceeding 90 days.
